1 When was it decided that Greece would receive short-term debt relief measures?

In its statement of 25 May 2016, the Eurogroup mandated the ESM to work on a first set of debt relief measures, referred to as short-term measures. The ministers said that these measures would be implemented after the closure of the first review and before the end of the current ESM programme (the third programme). On 5 December 2016, the ESM presented detailed plans for the short-term measures to the Eurogroup.

ΕΠΙΤΟΚΙΑ ΝΕΩΝ ΚΑΤΑΘΕΣΕΩΝ ΚΑΙ ΔΑΝΕΙΩΝ ΣΕ ΕΥΡΩ Σχεδόν αμετάβλητο παρέμεινε, τον Οκτώβριο του 2017, το μέσο σταθμισμένο επιτόκιο του συνόλου των νέων καταθέσεων, ενώ το μέσο σταθμισμένο επιτόκιο των νέων δανείων αυξήθηκε. Το περιθώριο επιτοκίου* αυξήθηκε στις 4,50 εκατοστιαίες μονάδες, έναντι 4,41 μονάδων τον προηγούμενο μήνα (βλ. Πίνακα 1).

Luxembourg – The European Stability Mechanism (ESM) has successfully implemented the short-term debt relief measures for Greece over the course of 2017. The package is intended to reduce the interest rate risk on Greece’s outstanding loans with the European Financial Stability Facility (EFSF) and ESM. It is expected to substantially reduce the country’s debt burden over the longer term.
